Another option for low cost apartment type housing is to make very small units without cooking or bathroom facilities (though a chemical toilet for the privacy conscious might work and wouldn't take up nearly as much room as a conventional one does and cost much less without the plumbing and upkeep). 

For a bathroom use a chemical camping toilet they can empty in the house once in a while. 

I work as a contract pressure vessel, piping, and storage tank inspector at refineries, chemical plants, natural gas plants, or just about anywhere else there's a need throughout the US or world.

I feel bad as most of them have either mental or substance abuse issues.

Standard fasteners typically corrode over time, when exposed to the chemicals infused in PT lumber, which can lead to fastener failure.That being said, the basements of old were framed using standard lumber, and typically have held up just fine! 

The pilot holes for the lag bolts are typically 1/16-1/8 of an inch smaller than the diameter of the lag bolt making the mechanical base act as a sub flashing, and then there is also a chemical sealant (caulking, geo-cell, Henry's... depending on the installer) sandwiched between the roof decking/paper and the mechanical base.
