There will be the first and second readings in May or June to finalize this legislation by city council. 1/1/24 they will go into effect.

You should seek professional council from an asset protection attorney (and if you find a good one let me know as I am seeking one myself). 

I assume you're not a developer looking for connections with city council members! 

I get the same discussion with clients all the time.If it helps to compare, if I look at the micro-market that is Portland, you used to pay top dollar for Portland Proper (and Bend), now since there's an activist City Council, I can almost guarantee there'll be deflation.  

Zoning laws and municipal codes are local in character and legislated by a council that is beholden to all of their constituents. 

I heard of a guy building an adu near Hilo (with intent of STR) and by the time he was finished the city council ruled STR's in that area illegal.

If so, you can convert these to LTR's.If you think you are in the right contact an attorney to represent you at the city council meeting and plead your case.

this deal needs the seller to be represented by family and or council or both.  

If he is impaired in any way I would stop or at least contact a relative.when we deal with someone we feel may need assistance we have them retain their own council.. and or at the least they must come to the title company for the closing and the escrow officer has to sign off that they think they know what they are doing..
