And I don't think that's a loophole...my guess is that they are specifically trying to deter wholesaling, where the value would -- by definition -- be artificially inflated if you resell quickly without doing any improvements.

There are loop holes, if it's not on a permanent foundation, it's considered basically a trailor which is what they're built on and yes I have seen the mod homes...my father has developed and built 10 of them, since they're considered "prefabs" and made them look more luxurious than your average new home... because of it's appeal we both know, but, as far as micro homes go..
