Once it is released you pay the contractor the amount owed. ( Same with Lowes once the draw is released you can pay off what is owed to Lowes and get the materials for the next phases)

He has step by step material.

You can get them at home depot for about 10 bucks with all the door and screen material.

If the landlord did the clean up himself he is only entitled to charge you for material.

You said you put up all but $5k of the money, but you didn't specifically indicate who was fronting the cost of the rehab...materials, etc.

Some of the materials we choose and asked him to pick up (such as flooring) he replaced with low quality materials, I assume to keep more of our money for himself.
