With that in mind, do you still thank agency is the way to go?

Lots of investors are also hesitant to put that much money into a C class neighborhood with a lot of risk.In these neighborhoods we work almost exclusively with local assistance agencies.  

If rates are at 5-6% in 5 years, this will be very attractive to a buyer.Depending on the loan amount (and a bunch of other factors) this may be a good candidate for agency debt (Fannie/Freddie).

:PWas this 100 mile requirement an overlay for folks doing Fannie type loans, or was this non-agency paper?  

Community Intelligence Unit (CIU): This is a police unit that is very public facing, and I imagine that a lot of agencies around the country, if they're of a fair size, likely have some version of this same thing.

Go to an agency like keller-williams and ask around? 

Who or what state agency can I contact  to make a complaint ?

If you plan on investing in multiple states there are some agencies that are licensed in multiple states.I would recommend checking for agents in that state that are familiar with what you plan to do (buy & hold, Flip, Reno, etc.).
