To be "illegal," you must be in violation of a criminal law, code, or statute.

This is the actual statute regarding security deposit return for the state of Illinois. 

I signed it (my mistake missing the 45 day) but i have found some statutes that say only 30 days is required under state law. 

Lexis Nexus is one source but reading state statutes can be tough going.

Surely there is a statute of limitations per se' for something like this, and to me it's 30 days for him to provide some way to receive it just as it is for me to return it.

@Nathan Gesner saw what I saw.Somewhere in that contract (and/or based on local/state statute) there is language on "notice to terminate." 

If so, for a medium term rental do you do any extra contracts to ensure compliance with CO rental statutes/appropriate security deposits, or are you satisfied with the terms/insurance/etc. through AirBnB?

I checked the WI statutes quickly and couldn't find anything either.  

By the way strict foreclosure is not based on statute.
