Twelve coats of Kilz primer ought to cover that art.

I used to use an online printing company, kind of like vistaprint but a step up in print quality, to print the full color with UV coating, etc etc.

No sugar coating anything.

Rolling out another coat of pain on the walls is easy if you don't have to deal with any of that.

In side by side duplexes they also look for fire walls in the attic (5/8”drywall on wall that adjoins other property), has to be taped and one coated.

Might have to buy a nice coat though, if you've only ever lived in Texas lol.

Are the floors bad, or do they just need a new top coat?

I suggest you take the time to do some research on the credit capture process at the federal and state levels, get familiar with some of your points of contact at those agencies to find out from them how to maximize your chances of success, and get a warm coat.
