You're going to have a very hard time competing at scale with the lender subsidiaries of national builders that have access to the capital markets. 

The ones you listed are definitely decent areas with multiple industries, however, they are also areas that are up and down with restrictions and very saturated.

I have had plenty of scenarios where lenders will allow a prepayment penalty on a state that restricts them.
