However overall international tourism went down more than 50% because of the strong dollar and weaker Yen also, a lot more people from the US going to Mexico/Europe because of the affordability.

This is still up in the air, we are doing a week in Mexico in April and 2 weeks in Europe in May and they will be a good test of our ability to be gone.

Ed, I have heard from my Canadian friends that they have seen plenty of Americans going there via Mexico or Canada. 

I would consider Mexico since I can speak and read enough Spanish to get around (not fluent) but I don't know anyone there and I have some concerns about public safety.

Also, my future in-laws will be retiring to Ensenada Mexico soon and we need to be close to family when we have kids.

Mexico lost 300k acre feet, AZ lost 80k but are on deck for another 100k, Nevada lost 20k with another 4k on deck when California loses its first 200k.
