I finally read my PM's application forms and found he was charging nearly $80/ adult to process apps/background and was requiring apps to be snail-mailed to a physical address, which is unheard of in this modern era.

If the property is vacant, and you're in a C-/D area, some people might even check the windows and doors to see if they are open, it's not unheard of-- would be VERY scary if someone lived there though!

You could also just use SEO.For a small town like that it should be too easy to rank #1 and dominate.If you do that, not only don;t you have to go to your town and do all the work to get leads and then send mailers to them, you also wouldn't have to pay a cent for these leads.SEO is weirdly pretty much unheard of while it is the absolute best way to get leads/deals hands down without exception.No effort!

Looked them up on Google reviews and all are 5-star as well, which is unheard of in this industry.
