"Risk taking generates growth by moving resources to enterprises which create future jobs and consumption opportunities.Without stable and transparent economic roles that allow and encourage a reasonable return for risk taking, growth will not occur, as even wrong entrepreneurs will refuse to take risk.Low interest rates do not encourage creative risk taking, but create just more highly leveraged investments in low risk instruments.

The problem persisted, so we  pressure tested all the lines in the house (found two leaky valves - under 100 PSI - but nothing to explain the increased water consumption).Then we found the cause - a disgruntled tenant (who was moving at the end of his lease) who would come home in the evening and leave the bathtub spigot running for an extended period of time (another tenant ratted him out as they were tired of all our intrusions while looking for the problem).

(Consumption will depend on how many occupants, etc but CSU will charge you as commercial for 4-plex and they also raise water rates in winter months so I would be surprised if you could keep it to $250 for a 4-plex).
