Give your current PM written notice of the violations.

This would likely take coordination with a tenant at some point - (ie - plenty of notice to them that they must vacate in order for you to sell the property)Since your current home is free and clear -  you could do a cash out refi or take out a new mortgage on the new house to be able to buy your paren't house and pay off the mortgage.  

I signed the contract mentioned above, that initially said no closing points to lendbase when we find a loan.

I could be way off, but I really don't think you can buy homes at the tax sale in most circumstances with $100-$200,000 spreads between purchase and sales price. 

I would stop short of saying I found the inflection point of optimality and being pragmatic. 

So thats the reality from my point of view I made a business out of this for many years and my dad made a business out of this in the 70s through the 80s so lots of experience at it. 

Price point I'm not sure on yet, I've been slowly learning about all of these terms over the past month.
