@Shal PatelI would start with calling a repair man to figure out what is wrong with the unit and assess from there. 

@Shivam Patel I have had the closing company handle transfer of prorated rent and security deposit.

@Shivam PatelI don't know what State you are looking to invest, but if its an ad valorem system, which a majority of the states in the US use, the property assessment won't change directly with your purchase.
