Once you have you team, all you need to make sure is that the property is in a good location, cashflows positive, has equity at purchase looking at comps, and making sure the mechanicals are good. 

Cap rates, location, and understanding the cost per door alongside your mechanicals and capex is going to be key when buying multi-family. 

They could in theory try to squeeze this into government guaranteed loan products, but it would be nearly impossible to enforce through that kind of mechanism.

Lot's of people like to bang the gong of cash-flow, but reality is cash-flow is a mechanism of sustainability of operations, not some big profit center. yes, some like to twist it to be, via various function of neglect.
