Just my two cents on that topic.In recent history, Philadelphia has been making significant efforts to be considered and recognized as a tier-1 city (ie- bid for Amazon's HQ2, new convention center, big concerts, etc.) so I'd say it's trying to diversify.

If that isn't bad enough, you could be flirting with loan fraud because the whole transaction was orchestrated with the intent to defraud the lender, or even conspiracy because the act was committed in concert with others.The only way this can work is if the lender agrees to allow the seller to remain in the property as a tenant (unlikely) and there is no pre-arranged sellback.
