Obviously, the construction crew who replaced the roof felt that it was strong enough to support their weight, the plywood sheeting and the shingles.

Of course its a bit more expensive but it sounds like you only need to replace the sheathing and shingles if the rafters are fine.

At least you can estimatete life and save up for them------ although I did have a tenant's kids get up on a roof and pull off the shingles, chop holes in the roof deck, and spray paint grafitti.

May be the way to go.I also may try to talk down the purchase price, the roofing contractor came by and was very worried about the asbetos shingle. and having them ripped off and replaced with vinyl siding.

No...there are labor costs in the tearoff (most physically demanding part of the job) and the upfront costs of the ordered shingles that are delivered on-site at your property in addition to dumpster rental that is charged at a higher rate because the weight of shingles only allow 1/2 a dumpster to be filled and the costs of laying down the tar paper immediately after the tearoff is complete as you can not just leave sheathing exposed to the elements while you wait for the next check.With 1/3 upfront, the truth is the contractor is out of pocket by day 2.
