Your building regulations department issues violations/citations, they will have a list, they may be online under the gov web site.

The simplest citation process includes notifying owners, giving the owner time to complete the repairs, and then a re-inspection.

Your friend could report the situation to the building department or code enforcement department; an inspection by that gov't rep would lead to a citation if any violation exists.

Of-course they NEVER work in high end neighborhoods in our experience, not to mention the city citations at these locations that you may receive if you put signs without permits.
