I understand there has been a debate between tenants advocacy groups and landlord / landlord associations over interpretation of the RTA and its deferral to Section 21 of the Human Rights Code.

All CA landlords should seek out and join their local landlord advocacy associations.

This is, however,  an issue I've dealt with as part of doing some legal advocacy work with people who have service animals when the question of damage done by the animal is raised by a landlord or property manager. 

Nonetheless, policymakers can expect strong opposition from special interest groups, especially ethnic advocacy groups and those elements of the business community that do not want to invest in labor-saving devices and techniques or pay better salaries, but instead want access to large numbers of cheap, unskilled workers.
