Do I need to physically go down to the courthouse and fill a form out through a certain department, and who do I ask for? 

Before taking this on I’d verify with the historical society and building department what process you need to go through to renovate and if there are any requirements on what you’re allowed to do or not do.

So, I don't know how friendly or great those 'landlord friendly' states truly are in reaity when it comes to delays with courts, long lists of cases, sheriffs departments, covid restrictions, bad property managers, etc etc etc.

I filed a complaint with Department of Business Regulations as well as reported him to the Florida Licensing board.

The only other thing I can think of @Michelle Berge is if you call the C.A.R. legal department regarding your question or start studying for your broker's exam..

I reached out to local zoning departments and one told me it would have to be re classified as a boarding home and or a multi family dwelling.

Many years ago, Home Depot and Lowes used to have professionals from each trade in those departments, most were retired etc, I find that less and less nowadays and find myself helping customers out when I hear an employee giving really bad advice, so just take advice in the big box stores with a grain of salt.
