At one 2 unit building there were seperate gas lline, seperately metered but the only appliance was a gas range in each unit. 

If you stop at the 10 to 20mm range (or less) you can rent/hire most of the luxury items you  ever want, with no commitment, travel the world (if that's your thing).

No doubt similar stuff in SF Bay area would be in the $20M range like you're saying.

So, for a small duplex, what price range are you targeting and how much (light, medium, or heavy) rehab would be acceptable?

Water meter-water company.
