Considering that there are people living there already, it has a potential tenant (of course I understand the potential pitfalls there as well). 

Is there a formula to understand whether a real estate is class C or not?

I understand this may have an affect on the appraisal.

My first piece of advice would be to focus on understanding the market you’re interested in.
