I know this an old link so rather than offer my insights relative to the questions already posed, I thought I would bump the link and offer to answer any questions that remain or resurface.

(fill in the blank)... replace the roof, or resurface the pool, or repave the parking lot, or replace an elevator.  

Resurfacing this thread - what did you end up doing?

The former primary ended up renting in 4 days $1,000 over the mortgage.With our HELC teaser rate of 3.75% we were paying about $160 a month in interest on the total we ended up drawing (used HELC for pool resurface and shower remodel). 

This thread has resurfaced after 2 years, but all the tips are still pretty relevant today too!

If you do not, then once the felt is torn up, it cannot be resurfaced.  

We recently had that balcony completely resurfaced, so we shouldn’t be having any slope / waterproofing issues from the deck of that balcony. - We’ve also inspected the roof / parapet wall, but don’t think those are the culprit because the issue presents itself on the 2nd story, not the 3rd story that’s immediately below the roof. - Plumbing issues have been ruled out.

@Spencer Terrien this post is old and got resurfaced, but I ended up getting with a lender that lets me take out 10 at once, or at least as many as I can handle.
