plus for infrastucture and that is flat NO DIRT being moved just underground and paving . sidewalks go in by each lot owner.  

They took a $1.5 MM property and found in this property:- $250k worth of 15-yr property which is paved parking, fencing, landscaping etc.- $150k worth of 5/7-yr property which is appliances, cabinetry, carpets etc.This is pretty typical for a commercial property cost segregation, and I see nothing wrong with it.The problem is in the line above that, called "Selling price."

If you can show / prove to him that the park will be worth more because you are rebuilding the bathhouse, paving the roads and adding a playground then maybe he will feel more comfortable?

Second look at the expenses and see if there were any (or not) major updates to the property such as roofs, pipes, electrical panels, tree trimming, sewer laterals, or paving.
