That would be the lowest barrier to entry in most scenarios.

So what I always did / do is give an A  B  all cash offer lowest pricesell on terms  higher price.

If you could do it differently, owner occupied is easiest to get a HELOC on and has the lowest interest rates.  

However demand is very high, especially for section 8 which also doesn't pay very well because government funding is one of the lowest for Puerto Rico.
