We first scrubbed the effected concrete block walls with abrasive tools and mold killer to remove lose debris.  

I am nothing but professional when I speak to them, and she is incredibly verbally abrasive and refuses to let me talk, then hangs up on me.  

However, you don't want to seem abrasive, so keep it reasonable, things do happen sometimes.  

Just take their word for anything that might be wrong with the property.To be a little less abrasive, look at it as a simple numbers game, is it worth the $400 to have someone who is working as an agent for you to inspect a $100K Home?

If you will have issues with sand/rocks in folks shoes that kind of abrasive might/maybe/not sure be an issue with vinyl flooring.

My guess is you were confrontational and abrasive, so he got defensive. 

I try to be as kind as I can but she is very abrasive almost every time I visit the property, and I visit a lot considering I am renovating units.

(Or wrong, depending on how abrasive you want my answer to read haha) It DOES need to be purchased in a fund. 

He's just a bit abrasive. 

I have had several 90 year old tubs reglazed.....looks great at first but is not very durable, even the guys who are the pros can only do so good, DO NOT use the hardware store over the counter refinish kits, they are garbage...the pro job will last 5+ years but they will eventually chip or peel(some sooner than others) and/or if your tenant uses the wrong cleaners(abrasives like AJAX) it will speed up that failure.
