This is an old thread that was revived with the recent reply, and re-reading it now, I want to correct a couple things. 

But now understand from rereading this comment above, as well as the advisory review you provided, this was not so much the case.

If you reread my post, you'll see that I was clear that my purpose was to avoid that what you wrote would unintentionally mislead.

Go back, re-read it, google the "hard" words you don't understand like what is "local government".

Re-read your contracts, document your correspondence (and attempts) with your builder and demand documentation to match up any payments/draws with what's actually been competed on your build.
