Your insurance likely won’t cover a slow persistent leak that is a result of poor maintenance or workmanship but a proper repair by a qualified contractor is certainly warranted!

You either can't buy these as investment properties, or if you can it has to be all-cash or non-warrantable. 

Is your property in that much more of a desirable part of that to warrant a 100% increase in price? 

Long-story short, if the investment thesis is based on maximizing your ROI - I'd focus on charging market rents and then consider section 8 adjustments like @Crystal Smith mentioned if the current market conditions warrant.

I actually know a lender who will do 10 percent vacation home loans on non-warrantable condos so with him you can basically finance anything in Panama City with ten percent down unless it is a condotel.

I'm trying to figure out if my concern is warranted or should I assume it is relatively safe to invest here since the decline seems to be flattening over the last 15-20 years.
