@Ted Rave You're almost never getting in unless it was previously listed with a Realtor (sometimes they have keys) or the door is left unlocked, but you are taking a huge risk of trespassing and neighbor calling police or finding an unsavory person squatting in the property and risking your life. 

.- Be able to pass a regular background check to make sure you are not on the run from Police or running a crack operation in your spare time.- If you are fixing then you will need a scope of work.That's it!.

You aren't asking them to police the repair man but before someone leaves they are responsible to say, yes it works.
