Originally it had carpet and there will be a gap of about half an inch from where the vinyl will be placed to where the baseboard is.If there is someone out there that would take a look at this Id be very grateful.

PS is a very highly regulated market, and they enforce pretty much every inch of the rules. 

Never heard a word from her about the fence again.2 weeks later I had a heavy duty chain link fence put up 4 inches into my border so she could not attach or use it, making a gap.
