According to this article, during the 95-96 shutdown, "Local HUD officials reported that their agency had enough remaining funds to pay Section 8 rent vouchers through the end of December, but there was some question about the status of the January payments."

I just had to come up with 50% of the vacant land/lot money and he would finance the rest of the project with a 12 month note @ 12% simple interest (as the money was borrowed), construction draws were every 2 weeks on a voucher type system and most projects were completed in 4-6 months.

She basically did this because she found another place to live and had to have a reason to "get out of my building" and get her voucher back.
