I could be wrong, but I think the odds of said proposed legislation coming out the other end still anywhere close to 'flat' are about the same as the odds of your section 8 tenant volunteering to paint the exterior of the home they are living in using their own paint and for free because they want to live in a place they are proud to call home.

I used to do weekly volunteer work in Kensington and to paint the picture (A) half the buildings don't have all 4 walls (B) homeless people everywhere (C) needles all over the sidewalk (D) people literally knock on your windows if you're stopped a red light trying to get money or sell you crack.That being said, supposedly Kensington is up-and-coming.
