Dogs do depreciate it faster so it has to be accounted for since you have refinish the floors more often, replace vent filters, etc; the vet paperwork is more to ensure they're well cared for, than the liability of it.

Because of this there are'nt very many comps for a more moderate rehab (i.e. upgrade of all fixtures refinishing of walls and re siding of house but without structural changes like removal of load bearing walls re-framing of roofs etc ) .

One of their contractors said new cabinets would run the kitchen up to 12k at least, and recommended a refinish job (the oak doors at least are in good condition) for about 7k including the quartz and the sink.

Concrete but I support Bruce Woodruff with the coating ideaYou could reduce costs a lot by saving the current concrete if possible and refinish with a coating system or concrete refinisher it is an option depends if the play is a true long term hold or if you would sell in the next couple of years
