I also plan on developing an ADU to permit 2 + beds 1 bath unit and community improvements such as installing solar panels, specified parking areas, common areas, a community garden (for tenants only), and rehabbing each unit to force appreciation.  

Doing this kind of improvement in a traditional stacked condo will likely be pretty tough, but I have actually come across some where something like this would work.

The improvements need to be legally permissible.

Back to your project, if the unit could use some upgrades, and the market shows that tenants will pay an increased rent for those upgrades, then you should improve the property.
