The answer is .. you are absolutely not.The only thing you are doing with letters, or mailers is blindly try to reach as many people as possible hoping you reach a motivated seller.That to me is not marketing, that is guessing, gambling.

If they are just selling to get top dollar they might be more willing to gamble and hope it appraises for higher and they are ok with having to go back on market.

At times there are struggles with tenants to pay their minor portion, which can lead to eviction if they don't pay it, but, often times the tenant believes/gambles that the landlord will not pursue that route.On the other hand one should not paint all people living in a bad neighborhood with a broad brush as being destructive.
