I'd find a Qualified Intermediary now before you put things in motion to understand all the ins and outs. 

Find one you like, adjust as needed, and hand it out to anyone who is asking about the property.You *must* have such a list and apply it uniformly across the board.

However, the restaurant ignored the garnishment order so my attorney filed a motion to have the judgement transferred to the restaurant.

If the tenants pay heat and electric then heat and electric for the building itself is often negligible - many common areas have little or no heating, and common area electric is usually minimal, especially if you use efficient light bulbs, timers and/or motion sensors, etc.In the "rule of thumb" category, for quick analyses I add another 5% to my rule-of-thumb operating expenses each if the landlord pays for heat or electric (so if landlord pays for both that's another 10%).

It’s way simpler and will give you a much more uniform look and better upkeep  to your development.
