To rule out a city - much less a whole metro area or even an entire state - based on some cliche like "there's high crime there" or "the state is not friendly to landlords" (when evictions virtually everywhere are handled at the county and not state level) is asking for a beating. 

Of course there is a lot of nuance, and  behind the scenes action I didn't describe, however at a fundamental level this is how the company I worked for did it, at a very high level. I
