Smoke detectors, Upgrading service, complete rewire may be your only options. 

Make sure they know the ropes and are not trying to just blow smoke up you pants.

The contractor is just blowing smoke out of his butt.

When we signed the lease the windows were open, the house smelled ok and we could not smell any smoke. 4 days later we moved in and the house smelled of smoke all the time unless the windows were open.

I will ensure that there are battery-powered smoke alarms in pretty much every room.

So the guy's 2-stroker stops smoking when it warms up?

In our area, the assessors like to go into the property during the smoke cert inspection and give it their own price, they don't care what you pay for it

Smoke detectors are a good one (Although if you're getting permits, lack of smoke detectors will cause you to fail a final inspection from the city 'round these parts)Other good ones - wire an outlet backwards.
