@Yixiong Pan  They do not have records, but are tipped off when the seller's names is "The estate of  xxxxxxx" or when the seller's name is different than the name of the recorded owner, like an executor/executrix title. 

I have no data, but from my experience this is the key to section 8 rentals, buy and update a home which will attract the better quality section 8 tenants.

Example:1 -Single family - central air already installed when I purchased & I provided washer & dryer units. 2- Duplex - no central air installed and washer & dryer units are provided by the tenants.

Another tip would be to put your own scope of work together as contractors will also charge to do that.

I am looking for tips on structuring a rent to own deal.  

You are unlikely to find quality advice for $100 that would save you $5,000 while you prepare your taxes yourself.
