This resulted in gentrification but the goal had been to bring in families with kids that were doing better than the existing households that had many single mothers that were not very gainfully employed and drew on the system financially.

@Drew Clayton the reason why this is the case is because FHA/Fannie Mae/Freddie Mac tell lenders what rules to follow.

I still think the solution was a win-win and the contract that the lawyer drew-up for me was very clear and fair.
