On my current project, I had to use TSP to clean the walls and then a Kilz oil based primer prior to putting on the paint because the place reeked of cigarette smoke and the walls were sticky with nicotine or tar or something related.As I said, the paint went on nice and thick and only needed one coat(over the primer) and that was on a bright lime green wall and an orange wall.You can usually get a slightly better deal if you buy paint in 5 gallon containers if you need to buy that much.

While you likely do not pay that directly, it will influence the stickiness of your tenants and may eat into your rent rate given the utility costs a tenant will be forced to pay.
