I could say the basement walls need to be repainted but I'm not about to explain myself to them or act apologetic. they begged for the washer.

This makes is much easier to remember/know what paint color and type to have ready for repainting and touch ups.

Get the tenant out, repaint, stage the unit and hopefully that will make your property more desirable!

I'd treat this much like you would if someone painted a bedroom chartruse, they have to repaint to your satisfaction or lose deposit.

A friend rented a house from May 2010 to May 2014, the landlord refused to return their deposit due to "damage" of needing to be repainted and dirty carpet (original carpet from the 70s).

Another option is to re-paint and hang some shutters.

It can involve repainting, replacing blinds and carpets, filters.

IF it is between a duplex to 10 units, a single unit that needs more extensive repairs (e.g. repaint, new appliances, new carpeting) can blow the budget very quickly.

A tree fell on our house after we owned it for 6 months and completely destroyed everything BUT the kitchen (which we repainted the cabinets white and got new appliances anyway so it looked fairly updated).  6 months later, we got to move into it again and a year or 2 later, foreclosure since the housing market was bad and we moved to a new state.  

I would get it matched at SW and repaint it - 1 coat A100 in whatever sheen it's already painted (looks FLAT from the one photo).
