I've got 2 places with a woodstove look-alike propane stove, but those tenants run the elctric forced air because electric is cheaper than propane.I know there are houses locally that have in-floor heat, but I wouldn't expect to see it in a rental, only because it is an upgraded feature.

(If you're on propane code will probably be easier but you'll still need to split the bill) So, is it legal, yes, you can usually build on to an existing structure, but there are restrictions, just take your plans (note book paper type plans, to your building regs department and see what they say.

These in theory are all short term transactions and typically fully exposed to taxation as any business would.Then you have investments characterized as long-term investments such as rentals and installment sale financing.
