Lenza, or any customer, is correct in asking for expenses and any other reasonable questions he has to analyze the investment. 

Detroit is a very tricky marketplace and you want to ensure you understand the whole picture before purchasing. 

The pictures don't work properly so it's hard for the tenant to even figure out what their room would look like.Also, be comfortable spending WAY more on construction costs, etc. than you would if you were rehabbing it yourself.

No way to answer without seeing pictures, understanding what you want the property to be and if there's any return on doing the extra work.

@Scott Trench, as others noted, there is too much nuance here, and all an LP can do, once in this position is try to get as full of a picture as possible.  

If you have access to a city permit dept, I'd suggest taking some drawings and pictures and ask them what they think, if you need structural engineering. 

Do not listen to most brokers who don't tell you the whole picture. 

A lot of them have terrible pictures.
