If not, then the store used to be another pharmacy chain that was bought out by Walgreens to improve their market coverage in that region, which increases the probability they will vacate at the end of the firm term. 

Is there definitive criteria used to grade a property or neighborhood?

Grade it properly first, decks are permeable.

I'd at least drywall that with bathroom-grade drywall (I think there's a term that escapes me). 

Ashley-grade furniture needs replacing often. 

The house was in BAD shape...We moved the deck, changed the floorpan, moved walls, new floors, bathrooms, kitchen, roof, painting, a bunch of grading work and exterior stuff, new landscaping, exterior trim work, and removed the family of dead raccoons!!

Is it a slab-on-grade, crawl-space or basement?  

I'm currently looking at a deal on a SFH that has a ridiculously steep driveway grade. 

The landlord wants to have carpet installed in the bedrooms only and plans to put the cheapest grade wood look linoleum in the kitchen, living room and hallway.

That being said it takes a specialist in most cases to determine what is needed for a slab on grade malfunction.
