I’m looking at a few 3 units in Manchester, New Hampshire near Elm Street, it’s my assumption since everything Shops, bars and parks are on Elm that Elm is a desirable place to live/own a property.

Barring any strange ordinances or rules by the city your lease states that specifically then you may want to consider returning the deposit minus the costs of due diligence and any other expenses you may have incurred. 

What about an accountability partner to make sure you are out there at least a few hours a day, rather than sitting at the bar or going to the beach?
