Then use a coat of bonding primer to make sure the paint adheres. 

I had to redo all window, door, and baseboard trim because drywall was thicker than the wood paneling.

We sprayed 2 or 3 coats of high quality undercoater and 2 coats of SW ultra classic.

We buy a lot and get great pricing, similar to Behr for higher grade paint.Remember, cheap paint means more coats.

Stained it and put 2 coats of poly on it . . . worked great 

I say ride her coat tails and learn her ways.

When we moved out, we threw out the blinds and drapes (and replaced them); washed the walls several times with TSP; primed with two coats of Zinsser; and repainted the entire room.

They used several containers for that particular house, and I think on the outside there was wooden coating added, maybe so that the sun does not warm up the metal of the container too much. 

Maybe chisel off the highest spots and put a coat of drywall compound over the whole thing?
