The exception may be if you personally witnessed an abusive event ... and then it would probably have to be physical abuse before most authorities would take any action (policy forces and the judicial system are just starting to understand other forms of abuse {emotional, financial, etc} ).

I can recommend Quest IRA, they have a couple of physical locations in Texas, but they can handle out of state issues as well.

I would start by asking him to respect your spots, but the parking in from of your property is not guaranteed by any means unless the spaces are physically on your property like a driveway or lot.

Documents need to be under the concept of dual control or limited access in verifying aspects, you keep the borrower out of the physical control of documents to eliminate or reduce fraud or misinformation. :)
