Unlikely.Don't misunderstand this as a recommendation, it takes special people to deal with these properties.

Up to you to share your experience or not with the roofer giving new bid, but I wouldn't share the price that you paid to your scammer roofer for the first half of the job.First off, the roofer is not a scammer, there is no indication of a scam here, it is simply misunderstanding between two parties, mainly the contractor is not up to industry standard, NOT KNOWING what his trade is does not constitute a scam, he simply did not know, a scam has the "intent", meaning, they know but they intend to deviate.- Send that new quote to the scamming contractor.

To me, the closer the person is to you the more you need to get it in writing ;-) I have seen too many families torn apart from 'misunderstandings'. 

(bonus point)The barrier of entry for brokers such as yourself (which there are thousands of) is a bit of a misunderstanding of how purchasing assets in single or bulk formats really works.  

Sounds like a combination of a very vague contract and possibly a misunderstanding of a description of the scope of work.

I think it was just a poor choice of words and a misunderstanding.

Another misunderstanding in my state at least is that the commission handles real estate commission disputes between a broker/agent or broker/buyer/seller or monetary issues between a buyer and a seller or contractual obligations.Again a real estate commission at least in my state defers to the legal court system to handle those issues and instead focuses on fraud and license law issues.
