That city's municipal code states a city inspector must come out and inspect the property any time utilities change names.

Would it be better to have a GC or an Inspector walk the property?

All depends on the mood of the individual inspector that day. 

After a month we had to replace the water boiler but my broker negotiated with the seller to pay for home appliances insurance and it was covered, however, we were aware since the home inspector pointed it out that it is old and may need to be replaced.

An Inspector - We're learning quickly that even the best cleaning companies start to slack in quality when there is a labor shortage. 

Also, they will recommend good home inspectors, lenders, insurance agents, contractors, etc too.

---So, get a GREAT property inspector NOT recommended by the turnkey company to avoid bias.2) Misrepresenting Property Class - have seen many turnkey providers in Metro Detroit area sell OOS investors Class C properties as Class B. 

Perhaps a nice 1950's built bungalow.Always hire a 3rd party property inspector to give you an unbiased feel for the home.

If your inspector is good with structural, you might be okay with just the inspection.
