When should I do the 2nd mortgage route for future investments?

I am set on Los Angeles because that's where we are at least for the forseeable future (minimum 3 years).

This should include a future outlook for the asset - good or bad.  

It becomes confusing as to what to leave in the bank account for future property tax due/Insurance/maintenence once mortgage is taken account.
